    Impacts of Agrifood Market Transformation during Globalization on the Poor's Rural Nonfarm Employment: Lessons for Rural Business Development Programs

    This paper presents emerging evidence pointing to the transmission to developing countries' rural spaces of the impacts of agrifood market transformation occurring at national and global levels. That transmission takes place via retail chains penetrating intermediate cities and rural towns, and urban-based food manufacturers selling products to those chains as well as to traditional shops. The paper presents and justifies three main hypotheses concerning the impacts of that penetration. (1) The direct effect is that the modern retailers and modern-sector processed products directly compete with, and present potentially major challenges to, the processed foods, farm inputs, and commercial services already being undertaken in the RNFE sector by the rural poor among others. (2) The indirect effects is that modern sector firms tend, once they have "modernized" their procurement systems, to prefer larger suppliers if available, and/or small suppliers that have the requisite levels of capital assets. This further translates to a potential labor substitution bias, in particular of unskilled labor, although it may drive skilled labor demand. (3) The production and consumption linkage effects of the above impacts on RNFE firms, laborers, and farmers, all else equal, probably implies greater demand for non-tradeable goods and services in the RNFE that correspond to the demand patterns of the upper stratum of rural consumers. Faced with the above, what can business development programs do? (1) Given the change in the market context, it will be increasingly undesirable and "un-strategic," except in the most remote, hinterland areas, to maintain the separation between competitiveness and nonfarm employment programs. At least for RNF activities that supply processed products, farm inputs, and retail commerce, RNF enterprises will need to face the same general challenge that exporters in their country face on the global market, and urban firms face, which is to compete on cost and quality. (2) Second, maintaining the analogy to international competitiveness, it will be necessary go beyond a generic competitiveness approach, to employ a "customized competitiveness" strategy (a term used by Reardon and Flores 2006 for export programs, but applicable here). Such an approach focuses on understanding the specific requirements of transformed markets and building the capacity of particular groups to respond to those requirements (as suppliers) or match cost and quality and compete for specific niches. The capital assets that programs should building include market intelligence capital, organizational capital, technology capital, and financial (and risk reduction) capital. (3) In the economic transformation, this time in the rural space, the poorest, those with least assets, are again vulnerable.     Low power general purpose loop acceleration for NDP applications

    Modern processor architectures face a throughput scaling problem as the performance bottleneck shifts from the core pipeline to the data transfer operations between the dynamic random access memory (DRAM) and the processor chip. To address such issue researchers have proposed the near-data processing (NDP) paradigm in which the instruction execution is moved to the DRAM die thus, lowering the data movement between the processor and the DRAM. Previous NDP works focus on specific application types and thus the general purpose application execution paradigm is neglected. In this work we propose an NDP methodology for low power general purpose loop acceleration. For this reason we design and implement a hardware loop accelerator from the ground up to improve the throughput and lower the power consumption of general purpose loops. We adopt a novel loop scheduling approach which enables the loop accelerator to take advantage of the dataflow parallelism of the executing loop and we implement our design on the logic layer of a hybrid memory cube (HMC) DRAM. Post-layout simulations demonstrate an average speedup factor of 20.5x when executing kernels from various scientific fields while the energy consumption is reduced by a factor of 9.3x over the host CPU execution

    An Exploration Of Parameters Affecting Employee Energy Conversation Behaviour At The Workplace, Towards IOT-Enabled Behavioural Interventions

    Energy conservation is one of the widely recognised important means towards addressing CO2 emissions and the resulting global issue of climate change. Furthermore, public buildings have been recognised as contributing significantly to the consumption of energy worldwide. More importantly, occupant behaviour, a factor that needs to be studied further, can have a high impact on the energy consumed within public buildings. Through our study, we have conducted an exploratory study on the parameters affecting employee energy conservation behaviour in public buildings, towards constructing a behavioural model that can be employed in IoT-enabled personalised energy disaggregation initiatives. We propose an extension to an existing model of employee energy behaviour based on Values Beliefs Norms (VBN) theory, with the addition of five parameters – comfort levels, burnout, locus of control, personal disadvantages and energy awareness. In addition, we discriminate between two groups of inter-related energy conservation behaviours at work – popular and unpopular energy conservation behaviours – and explain our resulting behavioural models’ utility towards IoT-enabled energy conservation, within workplaces. We find that promoting employees’ energy awareness levels, as well as positively affecting their environmental worldviews and personal norms are important factors that should be considered in behavioural interventions toward energy conservation at the workplace

    Rural Income Generating Activities: A Cross Country Comparison

    This paper uses a newly constructed cross country database composed of comparable variables and aggregates from household surveys to examine the full range of income generating activities carried out by rural households in order to determine: 1) the relative importance of the gamut of income generating activities in general and across wealth categories; 2), the relative importance of diversification versus specialization at the household level; and 3) the influence of rural income generating activities on poverty and inequality. Analysis of the RIGA cross country dataset paints a clear picture of multiple activities across rural space and diversification across rural households. This is true across countries in all four continents, though less so in the African countries included in the dataset. For most countries the largest share of income stems from off farm activities, and the largest share of households have diversified sources of income. Diversification, not specialization, is the norm, although most countries show significant levels of household specialization in non-agricultural activities as well. Nevertheless, agricultural based sources of income remain critically important for rural livelihoods in all countries, both in terms of the overall share of agriculture in rural incomes as well as the large share of households that still specialize in agricultural sources of income.Community/Rural/Urban Development, Consumer/Household Economics,

    Rural Household Access to Assets and Agrarian Institutions: A Cross Country Comparison

    Agriculture is at the core of the livelihoods of a large share of rural households throughout the developing world. Agricultural growth is a major engine for overall economic growth and possibly the single most important pathway out of poverty in the rural space. This paper characterizes household access to assets and agrarian institutions of households engaged in agricultural activities in a sample of developing countries. The evidence presented in the paper draws from 15 nationally representative household surveys from four regions of the developing world. We find that the access of rural households to a range of agricultural-specific assets (including land and livestock) and institutions is in general low, though highly heterogeneous across countries, and by categories of households within countries. A large share of rural agricultural households do not use or have access to basic productive inputs, agricultural support services or output markets, and in general it is the landless and the smallest landowners who suffer significantly more from this lack of access. We relate this to the households' ability to engage successfully in commercial farming and find consistent supporting evidence for the hypothesis that this lack of access is significantly constraining their potential to engage successfully in agriculture.rural non farm, assets, agrarian institutions, household surveys, Consumer/Household Economics, O13, O57, Q12,

    A Mechanism that Provides Incentives for Truthful Feedback in Peer-to-Peer Systems

    We propose a mechanism for providing the incentives for reporting truthful feedback in a peer-to-peer system for exchanging services (or content). This mechanism is to complement reputation mechanisms that employ ratings' feedback on the various transactions in order to provide incentives to peers for offering better services to others. Under our approach, each of the transacting peers (rather than just the client) submits a rating on the performance of their mutual transaction. If these are in disagreement, then both transacting peers are punished, since such an occasion is a sign that one of them is lying. The severity of each peer's punishment is determined by his corresponding non- credibility metric; this is maintained by the mechanism and evolves according to the peer's record. When under punishment, a peer does not transact with others. We model the punishment effect of the mechanism in a peer-to-peer system as a Markov chain that is experimentally proved to be very accurate. According to this model, the credibility mechanism leads the peer-to-peer system to a desirable steady state isolating liars. Then, we define a procedure for the optimization of the punishment parameters of the mechanism for peer-to-peer systems of various characteristics. We experimentally prove that this optimization procedure is effective and necessary for the successful employment of the mechanism in real peer-to-peer systems. Then, the optimized credibility mechanism is combined with reputation-based policies to provide a complete solution for high performance and truthful rating in peer-to-peer systems. The combined mechanism was experimentally proved to deal very effectively with large fractions of collaborated liar peers that follow static or dynamic rational lying strategies in peer-to-peer systems with dynamically renewed population, while the efficiency loss induced to sincere peers by the presence of liars is diminished. Finally, we describe the potential implementation of the mechanism in real peer-to-peer systems

EO data is a paradigmatic case of big data and the same is true for the big information and big knowledge extracted from it. EO data (satellite images and in-situ data), and the information and knowledge extracted from it, can be utilized in many applications with financial and environmental impact in areas such as emergency management, climate change, agriculture and security
